SUMMARY & BACKGROUND:
Toledo Fire and Rescue Department is requesting the purchase of MSA firefighting face piece units for the new firefighter recruits with the class scheduled to begin in April.
This equipment is an essential part of the firefighter’s protective equipment. This equipment is placed on the firefighters face and connects to the firefighter’s air tank to ensure breathing of clean air while also allowing the firefighter to see through the protective lens during firefighting.
The fiscal impact of this ordinance is as follows:

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That this Council finds it is in the best interest of the City to waive the competitive bid requirements of TMC Chapter 187 for the reason to maintain necessary uniformity in the make and model of the safety equipment the Fire & Rescue Department utilizes and Fire Safety Services, Inc. is the sole source service provider for the purchase of MSA face pieces.
SECTION 2. That the Mayor is authorized to enter into a contract with Fire Safety Services, Inc. for the purchase of MSA face pieces.
SECTION 3. That an amount not to exceed $52,334.39 is authorized for expenditure from the General Fund Account 1001-53000-3341002STDSTD for the purchase of MSA face pieces.
SECTION 4. That the Finance Director is authorized to draw warrant or warrants against the above Account Code in payment of the above authorized obligations upon presentation of the proper voucher or vouchers in an amount not to exceed $52,334.39.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that the Ordinance must be immediately effective to timely procure necessary safety equipment for Fire & Rescue Department personnel.
