SUMMARY & BACKGROUND:

Landfill infrastructure improvements are necessary to maintain compliance with regulatory operational requirements, minimize risk associated with system failures and enhance the overall facility aesthetics.  The landfill is a multi-faceted environment requiring supporting mechanical, electrical, administrative, and civil engineering related infrastructure to operate effectively and remain in compliance with local, state, and federal rules/permits.

 

The fiscal impact of this ordinance is as follows:

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.                      The amount of $100,000 is authorized for expenditure from the Capital Improvement Fund Account Code 5040-24500-8CP2112LNDINF for various infrastructure projects at the Hoffman Road Landfill. 

 

SECTION 2. That the Mayor is authorized to accept bids and award contracts for the design, implementation, construction and construction oversight of various infrastructure improvements and replacements at the Hoffman Road Landfill upon such terms and conditions that shall be approved by the Director of Public Service and the Director of Law.

                     

SECTION 3. That the Director of Finance is authorized to draw warrant or warrants against Account Code 5040-24500-8CP2112LNDINF in payment of the above authorized obligations upon presentation of proper voucher or vouchers in a total amount not to exceed $100,000.

 

SECTION 4. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that the Ordinance must be immediately effective in order for the City of Toledo to ensure that the Hoffman Road Landfill continues to operate in a manner supportive of continuous daily city services to the community and in compliance with the applicable regulatory requirements.
