Title

Authorizing the disappropriation, appropriation, and expenditure of $21,265.23 from the Capital Improvement Fund; authorizing the Mayor to accept bids and award contracts for Improvements to the Martin Luther King, Jr. Bridge; and declaring an emergency.

Body

SUMMARY & BACKGROUND:

The Martin Luther King Jr. (MLK) Bridge is an historical Scherzer Rolling Lift Bascule Bridge, and a valuable asset to the City of Toledo.  As with any asset with moving mechanical parts, it should be expected that there will be annual maintenance costs associated with that asset.  Current needs include the upgrade of the drainage system on the bridge.  The Maumee River level is higher than in past years and tends to overflow into the base of the MLK Bridge frequently.  When it does, the pumping system cannot keep up.  Electrical equipment has been submerged and needed to be replaced.  In order to prevent this from happening in the future, this project will upgrade the drainage system on both sides of the bridge, as well as repair and fortify pier concrete as needed.  This project has been competitively bid and the lowest bidder came in $21,265.23 higher than the amount appropriated in Ordinance 328-20 for this project.  This legislation provides the remaining amount needed to award the contract.

The fiscal impact of this Ordinance is as follows:

-                     The amount of funds requested: $21,265.23 re-appropriated.  No new funds.

-                     The expenditure budget line item: 5040-23100-8CP2046MLKBRG

-                     New revenue generated (operational revenue, grants, if any): none

-                     Revenue budget line item (if any): none

-                     Are funds budgeted in the current fiscal year (yes/no)?: they were not, so they are being transferred from a different project, in the same funding source for the same Division

-                     Is this a capital project (yes/no)?  yes

-                     If yes, is it new or existing (new/existing)? Upgrade existing

-                     What section of the city’s Strategic Plan does this support:

o                     Excellence in Basic Services (yes/no) yes

o                     Quality Community Investment (Livable City, Development) (yes/no) yes

o                     Workplace Culture & Customer Service (yes/no) no

o                     Environment (yes/no) yes
