Kranz Toledo Express Airport; waiving competitive bidding under TMC Chapter 187; authorizing the expenditure in an amount not to exceed $75,000 for this purpose from the General Fund; and declaring an emergency.

SUMMARY & BACKGROUND:

The City of Toledo entered into an agreement in 1973 to lease Toledo Express Airport to the Toledo-Lucas County Port Authority. Since that time, the airport, which has since been renamed the Eugene F. Kranz Toledo Express Airport, has been operated by the Port Authority. The airport is of great importance to city and county residents for purposes of economic development, business travel, and recreational travel. The Administration believes it is necessary to examine whether the city-owned airport is realizing its potential. As such, the Administration, in partnership with the Lucas County commissioners, has identified Campbell-Hill Aviation Group and KVA Consulting Co., to perform a study of various operational aspects at the airport. As the airport has economic development benefits to both governmental entities, the cost of the study would be split evenly between the City of Toledo and Lucas County.

 

The fiscal impact of this ordinance is as follows:

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.  That the Mayor is authorized to enter into agreements with Campbell-Hill Aviation Group, LLC, KVA Consulting Co., and the Lucas County commissioners to conduct a study and produce a report related to various operational and governance aspects of the Eugene F. Kranz Toledo Express Airport upon terms and conditions acceptable to the Director of Law.

 

SECTION 2.  That  any requirement for competitive bidding under TMC Chapter 187 is waived for the reason that this Council finds it is in the City’s best interest to work collaboratively with the Lucas County commissioners on this study, that the firms named in Section 1 were jointly determined by the administration and county commissioners as having the appropriate level of expertise, including a familiarity with airports that are in similar-sized markets as Toledo Express, making them a good fit for this project; and that the interests of the City are best served by bringing this matter directly to Council for consideration.

 

                     SECTION 3.  That an expenditure of $75,000 is authorized from the General Fund Account Code 1001-16400-5661001STDSTD for the purpose authorized in Section 1.

 

SECTION 4. That the Director of Finance is authorized to draw a warrant or warrants against Account Code 1001-16400-5661001STDSTD in an amount not to exceed $75,000 in payment of the above authorized obligations upon presentation of proper voucher or vouchers. 

 

                     SECTION 5.  That this ordinance, being an emergency measure, shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of public peace, health, safety and property and for further reason that this ordinance must immediately be effective so the City may enter into contracts, pay any resulting obligations therefrom, and to begin this important study so that any suggestions may be considered and potentially implemented as soon as practical.
