SUMMARY & BACKGROUND:

The Division of Engineering Services has been working closely with ODOT to secure additional grant funding through the State Safety Program for Holland-Sylvania Road.  The amount is for $138,000 grant dollars and is as follows:

 

A maximum of $138,000 has been allocated by ODOT through their safety program for a resurfacing project; Holland-Sylvania Road from Bancroft St. to the city limits. The funding is to improve safety at the intersection with new signals, striping improvements, and new sign structures. This is in addition to the $400,000 that was awarded previously and accepted in Ordinance 21-20. This award is for 100% of the cost. Any additional funds will be provided through the Division of Engineering Services Matches and Planning budget.

 

The matching funds will be proposed in the Division of Engineering Services 2021 Matches and Planning budget.

 

Passage of this ordinance is required to enable the City of Toledo to accept outside funding for these projects and have it in place to help pay for these expenditures.

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.                       That the mayor is authorized to enter into and execute cooperative agreements with and accept financial assistance from the State of Ohio Department of Transportation (ODOT) for additional funding for the Holland-Sylvania Road from Bancroft St. to city limits resurfacing project upon such terms and conditions shall be approved by the Director of Public Utilities and the Director of Law.

 

SECTION 2.                     That the mayor is authorized to accept and deposit grant proceeds from ODOT into the Capital Improvement Fund in an amount not to exceed $138,000 for the Holland-Sylvania Road from Bancroft St. to city limits resurfacing project (ODOT PID #104487) under Account Code 540G-35000-8GA7520STDSTD.

 

SECTION 3. That an amount not to exceed $138,000 is appropriated from the unappropriated grant proceeds of the Capital Improvement Fund into Account Code 540G-35000-8GA7520STDSTD for the project listed above; and the expenditure of same is authorized.

 

SECTION 4.  That the mayor is authorized to prepare plans and specifications and to accept bids and enter into contracts in an amount not to exceed $138,000 for the projects including such items as labor, materials, construction testing, professional services, property appraisals, title work, negotiations, acquisition, and environmental contamination studies that are necessary to acquire additional rights-of-way. Contracts shall contain such terms and conditions as the mayor may deem requisite and proper and shall be subject to approval by the Director of Public Utilities and the Director of Law.

 

SECTION 5. That the Finance Director is authorized to issue warrant or warrants against the account codes identified in Section 2 in an amount not to exceed $138,000 and in payment of the obligations incurred pursuant to the contracts authorized in Section 4 upon presentation of the proper voucher or vouchers.

 

SECTION 6.                     That the disappropriation of any remaining budget to fund balance is authorized at project closeout.

 

                     SECTION 7.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to facilitate the planning and construction of this project.
