SUMMARY & BACKGROUND:

The United States Bureau of Justice Assistance (BJA) Office of Justice Programs (OJP), approved the application by the City of Toledo for an award under the OJP funding opportunity entitled "BJA FY 20 Crime Gun Intelligence Centers" 2020-DG-BX-0007. The approved award amount is $687,182. The grant funds are to be used for hiring a Civilian Crime Analyst, Civilian Lab Technician, partial funding of a Lucas County Prosecutor, training and software. There are no matching requirements.

 

The fiscal impact of this ordinance is as follows:

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the Mayor is authorized to enter into a grant agreement with the Bureau of Justice Assistance through the Office of Justice Programs (OJP), and to accept and deposit BJA FY 20 Crime Gun Intelligence Centers grant proceeds in the amount of $687,182 into the Operation Grants Fund Account Code 2016-52000-3G01435STDSTD.

 

SECTION 2.  That the appropriation of $687,182 is authorized from the unappropriated grant proceeds of the Operation Grants Fund to various accounts within Account Code 2016-52000-3G01435STDSTD; and further authorizing the expenditure of same for a Civilian Crime Analyst, Civilian Lab Technician, partial funding of a Lucas County Prosecutor, training and case management software.

 

SECTION 3. That the Mayor is authorized to accept bids and award contracts for the purposes authorized in Section 2 upon terms and conditions as approved by the Director of Law and the Chief of Police.

 

SECTION 4.  That the Finance Director is authorized to draw warrant or warrants against the above mentioned Account Code in an amount not to exceed $687,182 in payment of the obligations authorized above by the terms of the grant upon presentation of the proper documentation of the expense.

 

SECTION 5.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and to satisfy the requirements of the grant project period.
