SUMMARY & BACKGROUND:

The Division of Water Reclamation has identified the need to increase the efficient use of operating funds by transferring remaining funds and conduct a project to replace back-up batteries. The Battery Replacement Project will allow the division to replace and update the battery banks that supply power to the switchgear systems in emergency situations at the Bayview Water Reclamation Plant.

 

This project is critical to the operation of the Water Reclamation Facility because the components are essential for the treatment of wastewater in order to maintain compliance with the NPDES discharge permit.

 

The fiscal impact of this ordinance is as follows:

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.                     That the disappropriation of $325,000 is authorized from the Sewer Operating Fund Account Code 6070-36000-534200-4000507STDSTD and the disappropriation of $75,000 is authorized from the Sewer Operating Fund Account Code, 6070-36000-537390-4000531STDSTD.

 

SECTION 2.                     That an amount not to exceed $400,000 is authorized for appropriation from the unappropriated balance in the Sewer Operating Fund to Account Code 6070-36000-558100-4000507STDSTD and the operating transfer of same is authorized to the Sewer Replacement Fund Account Code 6073-36000-408690-4UC2320STDSTD for the Battery Replacement Project.

 

SECTION 3. That the appropriation of $400,000 is authorized from the Sewer Replacement Fund to Account Code 6073-36000-4UC2320STDSTD and the expenditure of same is authorized for the purchase of equipment and construction services necessary to facilitate the completion of the Battery Replacement Project.

 

SECTION 4.                     That the mayor is authorized to accept bids and award contracts for the purchase of equipment and construction services necessary to facilitate the completion of the Battery Replacement Project at the Water Reclamation Plant, subject to approvals by the Director of Finance and the Director of Law.

 

SECTION 5. That the Finance Director is authorized to issue warrant or warrants against the account codes identified in Section 3, in an amount not to exceed $400,000 for the purchase of equipment and construction services for the Battery Replacement Project at the Water Reclamation Plant in payment of the above authorized obligations upon presentation of the proper voucher or vouchers.

 

SECTION 6. That the disappropriation of any remaining budget to fund balance is authorized at project closeout.

 

                     SECTION 7. That the Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to maintain the operational integrity of the Water Reclamation Plant, and to maintain compliance with the NPDES discharge permit requirements, as set forth by the Ohio EPA.
