SUMMARY & BACKGROUND:

Ordinance 366-18 previously authorized the mayor to take bids and award contracts for bulk chemicals, as per attached list for use at the Water Treatment Plant and Water Reclamation Plant. Since that time, the Water Treatment Plant has added ozone treatment to remove the toxins produced by harmful algae blooms in Lake Erie. The Ozone process is very efficient in deactivating the toxins and requires the addition of two bulk chemicals.  One bulk chemical is liquid oxygen that is critical in generating the ozone.   The other chemical calcium thiosulfate is used in destroying the excess or free ozone remaining in the water before the filtering process. This ordinance authorizes the addition of two water treatment chemicals to the list for the purpose of treating drinking water, upon such terms and conditions as shall be approved by the Director of Public Utilities and the Director of Law.

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.                      That the Mayor is authorized to enter into bulk chemical supply contract(s) for the purchase of additional bulk chemicals as listed in the attached addendum A for the purpose of treating drinking water, upon such terms and conditions as shall be approved by the Director of Public Utilities and the Director of Law. 

 

SECTION 2. That expenditures in the Water Operating Fund from account code 6060-32000-4000500STDSTD are authorized, and that the cost for bulk chemicals during the contract period shall be included in annual appropriations of the Department of Public Utilities, as appropriate and that said expenditures are authorized subject to future available appropriations.

                     

                     SECTION 3. That the Finance Director is authorized to draw warrant or warrants against the above account codes in payment of all obligations created by this ordinance upon presentation of proper voucher or vouchers.

 

                     SECTION 4.                     That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to provide proper treatment of drinking water for compliance with Ohio EPA permits at the Collins Park Water Treatment Plant.
