SUMMARY & BACKGROUND:

The Toledo Fire and Rescue Department’s (TFRD) application for financial assistance submitted under the Staffing for Adequate Fire and Emergency Response (SAFER) Grant has been approved in the amount of $2,943,840. The City of Toledo is NOT required to contribute a cost match.  The money has been awarded to TFRD for hiring through the SAFER Program to hire ten (10) firefighters for the March 2021 recruit class.  This recruit class, (# 294) is now budgeted for fifty firefighters with forty funded by the General Fund, and ten funded by the SAFER Grant

During the grant period of performance (3 years), TFRD is required to incur no layoffs, fill all SAFER-funded positions and maintain the operational staffing at the level that existed on the date of award.

 

The fiscal impact of this ordinance is as follows:

Summary

NOW, THERFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the mayor is authorized to enter into an agreement with United States Department of Homeland Security Federal Emergency Management Agency and to accept and deposit a grant from The SAFER Program in an amount not to exceed $2,943,840 into the Operation Grant Fund, Account Code 2016-53000-3G03001STDSTD, for the hiring of ten firefighters, payable over the next three years in the in the amounts of $981,280 in year 1, $981,280 in year 2, and $981,280 in year 3.

 

SECTION 2.  That the sum of $2,943,840 is authorized to be appropriated from the un-appropriated grant proceeds of the Operation Grants Fund to Account Code 2016-53000-3G03001STDSTD; and the expenditure of same is authorized for the purpose as listed in Section 1.

 

SECTION 3.  That the Director of Finance is authorized to draw warrant or warrants against the above account code in an amount not to exceed $2,943,840 upon presentation of the proper voucher or vouchers.

 

SECTION 4.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety and for the further reason to support necessary staffing levels for the Department of Fire & Rescue Operations.
