Authorizing the expenditure of $200,000 from the General Fund in order to allow the Arts Commission of Greater Toledo to manage the distribution of grants to individual artists and small arts organizations; and declaring an emergency.

SUMMARY & BACKGROUND:

The COVID crisis in the United States of America has impacted the lives and livelihoods of individuals who make their living as artists and performers in Toledo, Lucas County.   These individuals and small organizations have been adversely impacted in 2020 by the closing of stages, theaters, bars, restaurants, festivals and art shows where individuals make their living performing or selling their objects. Grant dollars managed by the Arts Commission of Greater Toledo would be distributed to applicants allowing more to remain viable until the pandemic subsides. Sufficient funds are available within the pending General Fund 2020 reappropriation budget. 

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.                     That the sum of $200,000 is authorized for expenditure from the General Fund Account Code 1001-10200-1181001STDSTD for the creation of a small artist and arts ordination grant program to be managed by the Arts Commission of Greater Toledo.

                                          

                     SECTION 2.  That the Mayor is authorized to have a Memorandum of Understanding between the City of Toledo and the Arts Commission of Greater Toledo setting the criteria for the grant recipients, how to apply and the timeline or the grant awards.

 

                     SECTION 3.                     That the Finance Director is authorized to draw his warrant or warrants against the above referenced Account Code in an amount not to exceed $200,000 for the purposes provided in Section 1 upon presentation of the Memorandum of Understanding.

 

                     SECTION 4.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The emergency is the immediate preservation of the public peace, health, safety, property and for the further reason that this Ordinance must be immediately effective to support artists and performers in Toledo during the coronavirus pandemic.
