NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1.                     That the mayor is authorized to enter into a twelve-month contract extension with Paramount Preferred Solutions, Inc. to provide third party administrator services, under such terms and conditions deemed proper and requisite according to the Director of Law and Director of Human Resources.

SECTION 2.                      That the expenditure of an amount not to exceed $98,730 is authorized from the Workers Compensation Fund, Account Code 7082-17100-1156001STDSTD, for the purpose listed in Section 1.

SECTION 3.                     That the Director of Finance is authorized to draw her warrant or warrants against the account code in Section 2 in an amount not to exceed $98,730 in payment of the authorized obligations upon presentation of proper voucher or vouchers.

SECTION 4.                     That this Council finds it in the best interest of the City to waive the competitive procurement requirements of Toledo Municipal Code Chapter 187 for the reason that the extension would give the Human Resources department the additional time necessary to conduct a full review of submitted proposals and select the best vendor for the City’s interests.

SECTION 5.                     That this Ordinance is declared to be an emergency measure and shall be in force and take effect from and after its passage.  The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety, and property, and for the further reason that this Ordinance must be immediately effective in order to continue to provide uninterrupted Third Party Administration services to the City of Toledo.
