SUMMARY & BACKGROUND:

The purpose of this legislation is to allow the Toledo Police Department to receive grant proceeds in the amount of $121,860.55 from federal JAG funds for the purchase of body worn cameras. There are no matching requirements for this grant.  This legislation further authorizes the expenditure of $11,826.95 from the General Fund for the purchase of body worn cameras. A total of 195 body worn cameras will be purchased with this legislation for a total expenditure of $133,687.50.

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the mayor is authorized to enter into a grant agreement with the Criminal Justice Coordinating Council (CJCC) for the United States Department of Justice/Bureau of Justice Assistance/Edward Byrne Memorial Justice Assistance Grant Program BJA 2020-JG-LE-1000.

 

SECTION 2.  That the mayor is authorized to accept and deposit grant proceeds in the amount of $121,860.55 into the Operation Grants Fund, Account Code 2016-52000-3G07713STDSTD.

 

SECTION 3.   That the mayor is authorized to accept bids and award contracts for the purchase of body worn cameras under such additional terms and conditions also deemed appropriate by the Director of Police Operations and the Director of Law.

 

SECTION 4.                     That an amount not to exceed $121,860.55 is appropriated from the unappropriated grant proceeds of the Operations Grant Fund, Account Code 2016-52000-3G07713STDSTD; and further authorizing the expenditure of same for the purchase of body worn cameras for the Toledo Police Department.

 

SECTION 5.                     That an expenditure in an amount not to exceed $11,826.95 is authorized from the General Fund, Account Code 1001-52000-3381002STDSTD, for the purchase of body worn cameras for the Toledo Police Department.

 

           SECTION 6.  That the Director of Finance is authorized to draw her warrant or warrants against the above account codes in payment of the above authorized obligations in an amount not to exceed $133,587.50 upon presentation of the proper voucher or vouchers.

 

SECTION 7.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and for the further reason of providing prompt and accurate police body camera footage.
