Title

Authorizing the mayor to extend participation and coverage of the City of Toledo’s health care plan to the employees of the Lucas County 9-1-1 Regional Council of Government; authorizing the acceptance and depositing of proceeds for said purpose; and declaring an emergency.

SUMMARY & BACKGROUND:

By the passage of Ordinance 31-20, the City Council authorized the mayor to execute an agreement to create the Lucas County 9-1-1 Regional Council of Governments (“COG”), which would consolidate multiple public safety answering points (“PSAPs”) into a single operation and provide enhanced mutual aid and coordination among public agencies as well as create operational efficiencies resulting in cost savings for the participating jurisdictions.  As part of that consolidation, the City wishes to provide health care and life insurance to the COG employees, with the COG reimbursing the City for those costs.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1. That the mayor is authorized to extend participation and coverage of the City’s health care plan and life insurance to the employees of the Lucas County 9-1-1 Regional Council of Governments, and further authorized to enter into necessary agreements to effectuate the participation and coverage.

 

SECTION 2. That the mayor is authorized to accept and deposit proceeds received from the Lucas County 9-1-1 Regional Council of Governments into the Healthcare Internal Service Fund, Account Code 7083-17100-1156001STDSTD, for reimbursement to the City for health care and life insurance costs. 

 

                     SECTION 3.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that the Ordinance must be immediately effective provide benefits to the employees of the Lucas County 9-1-1 Regional Council of Governments.
