Approving the Amended Downtown Services Plan and Budget of the Revised Downtown Toledo Improvement District; and declaring an emergency.

SUMMARY & BACKGROUND:
Res. 262-20 adopted a Petition, Amended and Restated Articles of Incorporation and Downtown Services Plan and Budget that was submitted on June 30, 2020 by DTID.
On August 20, 2020, DTID submitted an Amended Downtown Services Plan and Budget for consideration by City Council and the Mayor.
Summary
NOW, THEREFORE, Be it resolved by the Council of the City of Toledo:
SECTION 1. That the City of Toledo approves the petition submitted to Toledo City Council on June 30, 2020 and Amended Downtown Services Plan and Budget submitted August 20, 2020 for the establishment of a proposed Revised Special Improvement District (SID) in downtown Toledo in the area identified in the attached maps. The name of the special improvement district created by Downtown Toledo Improvement District, Inc. shall be the “Revised Downtown Toledo Improvement District” (“District”).
SECTION 2. That the City of Toledo also approves the Amended and Restated Articles of Incorporation of the Revised Downtown Toledo Improvement District submitted to Toledo City Council on June 30, 2020.
SECTION 3. That the City of Toledo also finds that the public services and improvements of the Amended Downtown Services Plan will benefit the District.
SECTION 4. That this Resolution is declared to be an emergency measure and shall be in force and effect from and after the earliest date permitted by law. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Resolution must be immediately effective in order to maintain, improve, and build the downtown area of the City of Toledo as a viable business, cultural, residential, and recreational community.
