SUMMARY & BACKGROUND:
On August 2, 2014 the City of Toledo issued a "Do Not Drink" advisory impacting approximately 500,000 residents in the Toledo urban area due to the presence of the algal toxin microcystin in the finished drinking water. Following this event, the Division of Water Treatment has implemented both short and long term treatment improvements for removal of toxins from the raw water supply.

This ordinance provides additional funding for engineering, construction, construction oversight, testing, start up support, and other related tasks, permits, equipment, and materials needed for the successful implementation of the long term treatment improvements, specifically the Harmful Algal Bloom Treatment (Ozone) Facilities Project. To provide additional funds, this ordinance authorizes appropriating monies available from the Water Bond Improvement Fund (2018 Bond Issuance).
