SUMMARY & BACKGROUND:

The Division of Engineering Services has been working closely with TMACOG and ODOT to secure grant funding through multiple funding programs for multiple projects.  All amounts are grant dollars and are assigned to specific projects as follows:

 

A maximum of $10,830,000 has been allocated by ODOT through the TMACOG TIP for a reconstruction project; the Anthony Wayne Trail from Glendale to the city limits at the Turnpike. Matching funds will be provided through the Ohio Public Works Commission (OPWC) and the Division of Engineering Services Matches and Planning budget. Construction for this project is scheduled for 2022.

 

A maximum of $400,000 has been allocated by ODOT through the TMACOG TIP for a resurfacing project; Jackman Road from Alexis to Brim. Matching funds will be provided through the Ohio Public Works Commission (OPWC) and the Division of Engineering Services Matches and Planning budget. Construction for this project is scheduled for 2023.

 

A maximum of $404,240 has been allocated by ODOT through the TMACOG TIP for a reconstruction project; the construction of a mini roundabout at the intersection of Ottawa River Road and 108th. Matching funds will be provided through the Ohio Public Works Commission (OPWC) and the Division of Engineering Services Matches and Planning budget. Construction for this project is scheduled for 2023.

 

A maximum of $4,162,400 has been allocated by ODOT through the TMACOG TIP for a reconstruction project; Lewis Avenue from Laskey to Alexis. Matching funds will be provided through the Ohio Public Works Commission (OPWC) and the Division of Engineering Services Matches and Planning budget. Construction for this project is scheduled for 2023.

 

A maximum of $760,600 has been allocated by ODOT through Safety Funding for a resurfacing project; Dorr Street at the Detroit Avenue intersection, including the reconstruction of Woodland. Matching funds will be provided through the Division of Engineering Services Matches and Planning budget. Construction for this project is scheduled for 2023.

 

The matching funds will be proposed in the Division of Engineering Services 2022-2023 Matches and Planning budgets.

 

Passage of this ordinance is required to enable the City of Toledo to accept outside funding for these projects and have it in place to help pay for these expenditures.

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.                       That the mayor is authorized to enter into and execute cooperative agreements with and accept financial assistance from the State of Ohio Department of Transportation (ODOT) for various projects upon such terms and conditions shall be approved by the Director of Public Utilities and the Director of Law.

 

SECTION 2.                     That the mayor is authorized to accept and deposit grant proceeds from ODOT in an amount not to exceed $16,557,240 into the Capital Improvements Fund for the following projects:

SECTION 3.  That an amount not to exceed $16,557,240 is appropriated from the unappropriated grant proceeds of the Capital Improvement Fund into the account codes listed in Section 2; and further authorizing the expenditure of same for the projects listed in Section 2.

 

SECTION 4.   That the mayor is authorized to prepare plans and specifications and to enter into contracts after accepting bids upon such terms and conditions deemed requisite and proper by the Director of Public Utilities and the Director of Law.

 

SECTION 5.  That the Finance Director is authorized to issue warrant or warrants against the account codes identified in Section 2 in an amount not to exceed $16,557,240 in payment of the obligations incurred pursuant to the contracts authorized in Section 4 upon presentation of the proper voucher or vouchers.

 

SECTION 6.  That the disappropriation of any remaining budget to fund balance is authorized at project closeout.

 

                     SECTION 7.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to facilitate the planning and construction of these projects.
