SUMMARY & BACKGROUND:

The Martin Luther King Jr. (MLK) Bridge is an historical Scherzer Rolling Lift Bascule Bridge and a valuable asset to the City of Toledo.  As with any asset with moving mechanical parts, it should be expected that there will be annual maintenance costs associated with that asset.  Current needs include the upgrade of the drainage system on the bridge.  The Maumee River level is higher than in past years and tends to overflow into the base of the MLK Bridge frequently.  When it does, the pumping system cannot keep up.  Electrical equipment has been submerged and needed to be replaced.  In order to prevent this from happening in the future, this project will upgrade the drainage system on both sides of the bridge, as well as repair and fortify pier concrete as needed.  The funding is coming from the remaining Capital Improvement Fund that was originally designated for salt storage for the Division of Streets, Bridges & Harbor.  The Division of Streets, Bridges & Harbor has secured a lease with ARMS Dock and has purchased a salt stacker for salt storage purposes.  The remaining amount will be appropriated for the purpose of needed repairs to the MLK Bridge in order to protect it from flooding and from damage from flooding.

 

The fiscal impact of this Ordinance is as follows:

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.  That the disappropriation of $341,000 is authorized from the Capital Improvement Fund, Account Code 5040-23100-8CP1827SALTBR.

 

                     SECTION 2.                      That the appropriation of $341,000 is authorized from the Capital Improvement Fund, Account Code 5040-23100-8CP2046MLKBRG; and further authorizing the expenditure of same for necessary improvements to the Martin Luther King Jr. Bridge.

                     

                     SECTION 3.  That the mayor is authorized to accept bids and award contracts for improvements to the Martin Luther King Jr. Bridge that are deemed necessary by the Commissioner of the Division of Streets, Bridges and Harbor upon such terms and conditions deemed acceptable by the Director of Public Service and the Director of Law.  

 

                     SECTION 4.  That the Finance Director is authorized to draw warrant or warrants against the account code identified in Section 2 in an amount not to exceed $341,000 in payment of the obligations authorized above upon presentation of the proper voucher or vouchers.

 

                     SECTION 5.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the preservation of the public peace, health, safety and property and for the further reason that this Ordinance must be immediately effective in order to make needed repairs and prevent future damage from flooding on the Martin Luther King Jr. Bridge.
