SUMMARY & BACKGROUND:
The Bureau of Justice Assistance has recommended to the Office of Criminal Justice Services an award to the City of Toledo of $15,000 from grant proceeds under the 2019-PS-PND-PSN-439 Project Safe Neighborhood (PSN) program to support funding of the Toledo Police Department. The grant proceeds are to be used to develop a case management system. There are no matching requirements.
The fiscal impact of this ordinance is as follows:

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the mayor is authorized to enter into a grant agreement with the Bureau of Justice Assistance through OCJS for the Project Safe Neighborhoods (PSN) program; and further authorizing the mayor to accept and deposit grant proceeds in the amount of $15,000 into the Operation Grants Fund, Account Code 2016-52000-3G20190STDSTD for the development of a case management system.
SECTION 2. That the appropriation of $15,000 is authorized from the unappropriated grant proceeds of the Operation Grants Fund to various accounts within Account Code 2016-52000-3G20190STDSTD; and further authorizing the expenditure of same for the development of a case management system.
SECTION 3. That the Finance Director is authorized to draw his warrant or warrants against the above mentioned Account Code in an amount not to exceed $15,000 in payment of the obligations authorized above by the terms of the grant upon presentation of the proper voucher or vouchers.
SECTION 4. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and to satisfy the requirements of the grant project period.
