SUMMARY & BACKGROUND:

The purpose of this legislation is to allow the Toledo Police Department to purchase additional body worn cameras and cloud video storage for the Toledo Police Department’s Getac body worn cameras. The cloud video storage purchase is not competitively bid because Getac Video Solutions is the sole source vendor for Getac storage.

 

The fiscal impact of this ordinance is as follows:

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

          SECTION 1.                     That the mayor is authorized to enter into an agreement with Getac Video Solutions, Inc. for the purchase of cloud video storage for Getac body worn cameras under such terms and conditions also deemed appropriate by the Director of Police Operations and the Director of Law.

 

SECTION 2.                     That an expenditure in an amount not to exceed $280,000 is authorized for from the Law Enforcement Trust Fund, Account Code 2090-52000-3T32302STDSLC, for the first year expenditure of Getac cloud video storage.

 

SECTION 3.                     That, subject to available appropriation in future years, an annual expenditure in an amount not to exceed $280,000 is authorized General Fund, Account Code 1001-52000-3381002STDSTD, for the expenditure of Getac cloud video storage in the remaining years of the contract.

 

SECTION 4.                       That this Council finds it in the best interest of the city to waive the competitive bidding requirements of TMC Chapter 187 for the reason that Getac Video Solutions, Inc. is the sole source vendor for housing video storage of the Getac body worn camera used by the Police Department.

 

          SECTION 5.  That the Director of Finance is authorized to draw her warrant or warrants against the above account codes in payment of the above authorized obligations in an amount not to exceed $280,000 annually upon presentation of the proper voucher or vouchers.

 

SECTION 6.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and for the further reason of providing adequate and necessary storage space for police camera footage.
