Authorizing the appropriation and expenditure of $240,000 from the unappropriated balance of the Storm Water Replacement Fund for the Point Place Levee Closure Devices Project; authorizing the mayor to accept bids and enter into contracts for an amount not to exceed $240,000 for the purpose of the Point Place Levee Closure Devices Project; and declaring an emergency.

Body
SUMMARY & BACKGROUND:
The City of Toledo is charged with the maintenance of the Point Place Levee System originally installed by the United States Army Corps of Engineers in the early 1980s. Part of this maintenance involves the storm water pipes that penetrate the levee system, and the stop logs that block rising water levels at the boat ramps. The Division of Sewer and Drainage Services in cooperation with the Division of Streets, Bridges and Harbor has identified nine locations along the levee system that need closure devices replaced, and six stop log locations that are in need of repair. This project will provide for the repairs at all fifteen locations. This will eliminate high water from backing up through storm water pipes and boat ramps into backyards and streets all along the Point Place Levee System. It is imperative that the Division of Sewer and Drainage Services be authorized immediately as lake levels and river levels continue to rise.
