SUMMARY & BACKGROUND:
This Ordinance authorizes the acceptance and expending of up to an additional $398,094 from the Great Lakes Commission (GLC) who is the recipient of the National Oceanic and Atmospheric Administration (NOAA) Regional Partnership to Restore Habitat and Remove Beneficial Use Impairments in the U.S. and Binational Areas of Concern Cooperative Agreement No. NA16NMF4630267. As a sub-recipient of this Award, the City of Toledo will oversee additional sub-recipients and other sub-contracted work to complete the construction of a wetland area on the PENN 7 site.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a grant agreement with the Great Lakes Commission and to accept and deposit up to an additional $398,094 into the Operations Grant Fund Account Code 2016 -60500-7G02020STDSTD for PENN 7 Construction.
SECTION 2. That the sum of up to an additional $398,094, combined with the $2,223,050 already accepted for this project, is authorized for appropriation from the Operations Grant Fund Account Code 2016 -60500-7G02020STDSTD and the expenditure of same is authorized for construction of the PENN 7 project.
SECTION 3. That the Mayor is authorized to accept bids and award contracts for the purposes specified in Section 1.
SECTION 4. That the Director of Finance is authorized to draw warrant or warrants against the above account code in payment of the above authorized obligations in an amount not to exceed that authorized in Section 1 upon presentation of the proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property and so that this project can be initiated as soon as possible for property restoration.
