Title

SUMMARY & BACKGROUND:

Ohio S.B. 310 appropriated $350 million of funding allocated to the state from the federal “Coronavirus Aid, Relief, and Economic Security Act” (CARES Act) to counties, municipalities, and townships to fund their necessary COVID-19 pandemic-related expenses. This funding is to be distributed based on the proportion of Local Government Fund revenue allocated to subdivisions in 2019 to those the counties, municipalities, and townships that did not receive direct federal CARES Act payments.

 

The city of Toledo is projected to receive an initial amount of $10,078,625 from this distribution. This ordinance authorizes the establishment of a CARES Act Fund, as required by the bill, and further authorizes the appropriation and expenditure of these funds and any future distributed funds for purposes as prescribed in the CARES Act.

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the CARES Act Fund (fund number 2018) is established to account for CARES Act revenues and expenditures as prescribed in the CARES Act.

 

SECTION 2.  That the mayor is authorized to accept and deposit CARES Act proceeds in the initial amount of $10,078,625 into the CARES Act Fund, Account Code 2018-14200-1G2020CARES01; and further authorizing the acceptance and depositing of any future proceeds into the CARES Act Fund.

                     

SECTION 3. That the appropriation of unappropriated CARES Act proceeds is authorized within the CARES Act Fund (Fund 2018) to various account codes within the Fund; and further authorizing the expenditure of same for eligible purposes prescribed in the CARES Act.

 

SECTION 4. That the Finance Director is authorized to issue his warrant or warrants against the Account Code listed above, in an amount not to exceed that authorized above in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.

 

SECTION 5. That the Finance Director is authorized to transfer appropriation and expenditures between and among departments, divisions, and account codes within the CARES Act Fund as necessary to allow for the posting of prior and future expenditures, not to exceed the funds available in the CARES Act Fund.

 

SECTION 6. That the Finance Director is authorized to process expenditure adjustments within this fund, and between this fund and other city funds to accurately post financial data related to the CARES Act Fund.

 

SECTION 7. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective in order to timely accept CARES Act funding.
