SUMMARY & BACKGROUND:

Ordinance 214-13 previously authorized funding for the construction, repair, maintenance and improvements to the Collins Park Water Treatment System and Facilities.  This ordinance authorizes additional funding to repair and improve the carbon storage and feed facilities at the low service pumping station.  To provide additional funds, this ordinance authorizes reappropriating monies remaining from projects funded from the Series 2013 Bond Issuance.

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the following project in the Water Bond Improvement Fund is disappropriated:

SECTION 2.  That an amount of $1,312,461 is appropriated from the bond proceeds in the Water Bond Improvement Fund into Account Code 6062-32000-4UB2013STDSTD; and further authorizing the expenditure of same for the Carbon Storage and Feed Improvements Project.

 

SECTION 3.  That the mayor is authorized to accept bids, execute necessary contract(s) for design, preparation of plans and specifications, engineering, bidding, construction, testing, permits, and other related work, tasks, equipment and materials needed for the Carbon Storage and Feed Improvements project upon such terms and conditions shall be approved by the Director of Public Utilities and Director of Law.

 

SECTION 4. That the Finance Director is authorized to issue his warrant or warrants against the account code identified in Section 2 in an amount not to exceed $1,312,461 in payment of the obligations incurred pursuant to the contract(s) authorized in Section 3 upon presentation of the proper voucher or vouchers.

 

SECTION 5. That the disappropriation of any remaining budget to fund balance is authorized at project closeout.

 

                     SECTION 6.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to ensure the uninterrupted distribution of quality potable drinking water to the citizens of the entire region.
