SUMMARY & BACKGROUND:
The City of Toledo (COT) annually receives from the U.S. Department of Housing & Urban Development (HUD) a designated Emergency Solutions Grant (ESG) amount, as an entitlement city and participating jurisdiction, for the purpose of ending homelessness in Toledo. This special ESG fund to the City of Toledo is authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). These ESG-CV funds are to be used to prevent, prepare for, and respond to the coronavirus pandemic (COVID-19) among individuals and families who are homeless or receiving homeless assistance; and to support additional homeless assistance and homelessness prevention activities to mitigate the impacts of COVID-19. The city's receipt and acceptance of the grant amount compels it to utilize the funds within certain HUD regulations, directives, and guidelines, as well as, pursuant to the HUD approved Five Year Consolidated Plan for the COT. Specifically, the Substantial Amendment of the Consolidated Plan which the COT must follow is in effect from 2015 through 2020 and the Substantial Amendment to the 2019-2020 Annual Action Plan.
