Title

Authorizing the Mayor to accept, deposit, appropriate and expend the COVID-19 Community Development Block Grant (CDBG) in the amount of $4,453,360 from the U.S. Department of Housing and Urban Development (HUD); and authorizing submission to the U.S. Department of Housing and Urban Development the 2015-2020 Consolidated Plan Substantial Amendment and the 2019-2020 Annual Action Plan Substantial Amendment; and declaring an emergency.

SUMMARY & BACKGROUND:

This legislation provides funding for a variety of programs both for the administration of the CDBG-CV program and programs operated internally by various City Departments and operations, Community Development Corporations, and Social Service agencies to be used to prevent, prepare for and respond to the coronavirus COVID-19.  This special allocation was authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act); and this legislation authorizes the acceptance, deposit, appropriation and expenditure in the amount of $4,453,360 as well as the submission of the 2015-2020 Consolidated Plan Substantial Amendment and the 2019-2020 Annual Action Plan Substantial Amendment to be submitted to HUD on June 5th, 2020.   

 

The financial impact of this Ordinance is the receipt of $4,453,360 from HUD to the City of Toledo for the administration of the CDBG-CV Program as well as the allocation of funding to Community Development Corporations and various Social Service agencies in the Toledo community to prevent, prepare for and respond to COVID-19 activities. 

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.  That the Mayor is authorized to submit the 2015-2020 Consolidated Plan Substantial Amendment and the 2019-2020 One-Year Action Plan Substantial Amendment; accept the 2019 Program Year CDBG-CV allocation from HUD in the amount of $4,453,360; deposit the amount received from HUD into Account Code 2015-16100-407400-5G45000COVID1 (Community Development Block Grant Fund) for the purpose of funding the CDBG-CV Program.

 

                     SECTION 2.                       That the appropriation in the amount of $4,453,360 is authorized from the unappropriated grant proceeds in the Community Development Block Grant Fund into various accounts; and further authorizing the expenditure of same pursuant to the attached Schedule A.

 

                     SECTION 3.  That the Mayor and the Director of the Department of Neighborhoods are authorized to enter into any necessary agreements for the purposes listed herein subject to the terms and conditions deemed proper and requisite according to the Director of Law, not to exceed the amount of $4,453,360 for the 45th (2019) Year CDBG-CV.

 

                     SECTION 4.  That the Finance Director is authorized to issue his warrant or warrants in an amount not to exceed $4,453,360 from the Community Development Block Grant Fund in payment of all obligations authorized under the 45th (2019) Year CDBG-CV allocation upon presentation of properly approved documentation.

 

                     SECTION 5.                       That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that same must be immediately effective in order to permit the City to submit the 2015-2020 Consolidated Plan Substantial Amendment and the 2019-2020 Annual Action Plan Substantial Amendment, qualify under the regulations of the Community Development Block Grant Entitlement Program for COVID-19 activities, and to receive the money necessary to carry out its planned community development COVID-19 activities for the 45th (2019) year.
