SUMMARY & BACKGROUND:

The Water Reclamation Plant’s Secondary Treatment Facility is the heart of the treatment process. This facility was originally built in the mid 1950’s and expanded in the 1970’s. The Improvement I-44C Phase 1 - Inlet Gate Replacement Project is a breakout project from the Secondary Renovations Project, Improvement No. 44. This breakout project focuses on the replacement of structural, mechanical and electrical components of the Secondary Treatment Facility. This project will address the replacement of the inlet gates, stop gates hardware, control valves and related electrical and controls systems, in addition to concrete repairs. This project is critical to the operation of the Secondary Treatment Facility, because its components are essential for the isolation and maintenance of the secondary settling tanks in order to maintain compliance with the NPDES discharge permit. This ordinance will provide funding to perform the construction services of the Improvement I-44C Phase 1 - Inlet Gate Replacement Project.

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.                     That an amount not to exceed $1,000,000 is appropriated from the unappropriated balance of the Sewer Replacement Fund, Account Code 6073-36000-4UC1020STDSTD; and further authorizing the expenditure of same for the construction of the Improvement I-44 Phase I - Inlet Gate Replacement Project.

 

SECTION 2.                     That the mayor is authorized to advertise for and accept bids, and to execute agreements necessary to facilitate the construction of the Improvement I-44C Phase 1 - Inlet Gate Replacement Project at the Water Reclamation Plant, subject to approvals by the Director of Public Utilities, Director of Finance and the Director of Law.

 

SECTION 3. That the Finance Director is authorized to issue his warrant or warrants against the account code identified in Section 1 above, in an amount not to exceed $1,000,000 for the construction of the Improvement I-44C Phase 1 - Inlet Gate Replacement Project at the Water Reclamation Plant, and to make necessary expenditures in payments of the obligations incurred pursuant to agreements and contracts authorized in Section 2 above upon presentation of the proper voucher or vouchers.

 

SECTION 4. That the disappropriation of any remaining budget to fund balance is authorized at project closeout.

 

                     SECTION 5. That the Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to maintain the operational integrity of the Water Reclamation Plant, and to maintain compliance with the NPDES discharge permit requirements, as set forth by the Ohio EPA.
