SUMMARY & BACKGROUND:

Shot Spotter is the global leader in gunfire detection and location technology providing the most trusted, scalable and reliable gunfire alert and analysis available today. Shot Spotter uses an array of acoustic sensors that reliably detect and accurately locate gunshots. No vendor, other than SST, Inc., possesses the comprehensive, field-proven, and patent-protected product offering, as well as the professional services and support, domain knowledge, expertise, longevity, and customer references. Only SST, Inc. can provide a true wide-area gunshot detection, location, alert and analysis solution, as well as future expansions and ongoing maintenance and support. This expenditure request is for the 2020 annual cost. The funds for the first year costs for Shot Spotter were provided by the United States Bureau of Justice Assistance Technology Innovation for Public Safety (TIPS) grant (Ord. 442-18). This expenditure request is for the second year subscription cost.

 

The fiscal impact of this ordinance is as follows:

-                     The amount of funds requested: $273,000.

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1. That the existing agreement with SST Inc. for the Shot Spotter is amended to clarify the agreement terms to provide for a minimum a five-year agreement with renewals thereafter subject to appropriation.

 

SECTION 2.  That the appropriation of $13,000 is authorized from the unappropriated balance of the Capital Improvement Fund to Account Code 5040-52000-8CP2030SHOTSP and further authorizing the expenditure of an amount not to exceed $273,000 from the Capital Improvement Fund, Account Code 5040-52000-8CP2030SHOTSP  for payment to  SST Inc. for the period beginning April 2020 through April 2021.

 

SECTION 3.  That the Finance Director is authorized to draw his warrant or warrants against the above-mentioned Account Code in an amount not to exceed $273,000 in payment of the obligations authorized above upon presentation of the proper voucher or vouchers.

 

SECTION 4.  This Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property, and to continue the operation of the Shot Spotter system.
