SUMMARY & BACKGROUND:

Environmental Services provides the HHW (Household Hazardous Waste) Services for the Spring Sweeps Events sponsored by the Division of Code Enforcement on an annual basis for at least six (6) events in the spring and summer in conjunction with the City Council district cleanup events. Environmental Services contracts with an environmental contractor that provides the following services: collection, packaging, transportation, and disposal of the waste items from each event.  The events are free for the citizens of the city and a proactive effort by the city to remove hazardous and non- hazardous waste items from the community all in protection of human health, welfare, and the environment.

 

The fiscal impact of this ordinance is as follows:

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.     That the mayor is authorized to enter into contract with ERG Environmental Services for collection, packaging, transportation, and disposal of waste items collected at each of the HHW events upon such terms and conditions that are acceptable to the Director of Public Utilities and the Director of Law.

                     

SECTION 2.   That an expenditure in an amount not to exceed $10,000 is authorized from the Sewer Operating Fund, Account Code 6070-38000-4000562STDSTD and an amount not to exceed $20,000 is authorized from the Storm Water Operating Fund, Account Code 607A-38000-4000562STDSTD, for the purpose identified in Section 1.

 

                     SECTION 3.                      That the Finance Director is authorized to issue his warrant or warrants against the above listed account codes in an amount not to exceed $30,000 in payment of the obligations authorized above upon presentation of proper voucher or vouchers.

 

                     SECTION 4.    That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety, and property, and for the further reason that the Ordinance must be immediately effective in order to satisfy appropriate and immediate disposal of hazardous and non-hazardous waste in protection of the environment.
