SUMMARY & BACKGROUND:
Pursuant to the authority of Ohio Revised Code Section 4301.82, the City of Toledo, by Ordinance No. 345-16 passed September 27, 2016, approved the application to establish the Downtown Outdoor Refreshment Area. (DORA). Since its inception, the DORA has enjoyed great success in enhancing the economic and entertainment experience for residents and visitors to the downtown area, specifically during cultural and recreational events. To further enhance the cultural and recreational experience of the residents and visitors, expansion of the area to include the area identified in Exhibit A attached is requested. The expansion of the area is consistent with existing zoning and the existing hours of operation and rules will insure the continued public safety within the existing and expanded area.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the existing Downtown Outdoor Refreshment Area is expanded to include that area depicted on the map and including the street addresses as described in the expansion application and petition attached hereto as Exhibit A and incorporated herein.

SECTION 2. That it is found and determined by the Council of the City of Toledo that for the purpose to insure the continued public health and safety within the area that (i) the number, spacing, and type of signage designating the area, (ii) the hours of operation for the area, (iii) the number of personnel needed to insure public safety in the area, (iv) the sanitation plan that will maintain the appearance and public health in the area, and (v) the number of personnel needed to execute the sanitation plan area...
