SUMMARY & BACKGROUND:
The TFRD would like to enter into a no-cost contract with Brycer LLC for inspection reporting for the Fire Prevention Bureau. Brycer is a service provider for third party inspection reporting. The company uses a web-based service for code officials in order to track inspection, testing, and maintenance code compliance for fire protection systems, backflows and elevators. Such code compliance results in reduce false alarm activity, and provides safer communities via tracking of the inspection, testing, and maintenance process. Brycer was the sole company that responded to a formal competitive bid request for this service.
The contract will provide for collecting, organizing and categorizing third-party inspection reports, track all buildings’ critical safety systems status, and determine compliance/non-compliance with the Fire Code. TFRD will gain a proactive, efficient process to review reports, track deficiencies, notify parties, and ensure compliance as the independent inspection contractors enter their reports into the web-based spreadsheet provided by Brycer. A nominal submission fee is charged per inspection report to the inspection company, however neither TFRD nor the City of Toledo will incur a charge.

Summary
NOW THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to accept bids and enter into a contract with Brycer LLC, for a term of 1 year with two additional 1-year renewal options for the provision of third party inspection reporting upon terms and conditions as approved by the Director of Fire and Rescue Operations and the Director of Law.
SECTION 2. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that the ability to track all buildings critical safety systems, gain a proactive efficient process to review reports, track deficiencies, notify parties, and ensure compliance for the safety of our citizens.
