Authorizing the appropriation and expenditure of an amount not to exceed $250,000 from the Capital Improvement Fund for the purchase of a Fire/Police vessel; authorizing the Mayor to accept bids and award contracts for said purchase; and declaring an emergency.

SUMMARY & BACKGROUND:

The Toledo Fire and Rescue Department’s (TFRD) application for financial assistance submitted under the 2019 Port Security Grant Program has been approved in the amount of $730,455.  These funds will be used to purchase a Fire/Police vessel to be used in the port of Toledo and as a regional asset at a total estimated cost of $973,940.

 

As a condition of this award, the City of Toledo is required to contribute a 25% cost match in the estimated amount of $243,485 of non-Federal funds. The proposed Capital Improvement Plan (CIP) budget includes $250,000 for this purchase. This ordinance requests appropriation of those funds now in order to timely begin procurement of the Fire/Police vessel.  The Federal share is $730,455 from the U.S. Department of Homeland Security.

Summary

NOW, THERFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the sum of $250,000 is authorized for appropriation from the Capital Improvement Fund to Account Code 5040-53000-8CP2004BOATMT for the purchase of a Fire/Police vessel; and the expenditure of same is authorized for said purchase.

 

SECTION 2.  That the Mayor is authorized to prepare plans and specifications, to accept bids and enter into contracts necessary to complete the purchase.  Said contracts shall contain such terms and conditions as the Mayor may deem requisite and proper and shall be subject to approval by the Department of Law and the Director of Fire.

 

SECTION 3.  That the Director of Finance is authorized to draw his warrant or warrants against the Account Code above in an amount not to exceed $250,000 in payment of the obligations authorized above upon presentation of the proper voucher or vouchers.

 

SECTION 4.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health and safety and for the further reason that it must be immediate effective in order to replace the existing water vessel and promote the safety of Toledo’s waterways.
