Title

SUMMARY & BACKGROUND:

The Lucas County Board of Commissioners, through the Lucas County Employee Benefits/Wellness Department, will provide City of Toledo employees and eligible family members with access to Lucas County Wellness Program Services and the Lucas County Employee Benefits/Wellness Department will provide assistance with administration of the City of Toledo’s Wellness Program to the City;          

 

The City will reimburse the Lucas County Board of Commissioners $77,250 for the  administration of the City of Toledo’s Wellness Program for the period January 1, 2020 through December 31, 2020.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1. That the mayor is authorized to enter into an agreement with the Lucas County Board of Commissioners to provide City of Toledo employees and eligible family members with access to the Lucas County Wellness Program Services and administration of Wellness Program Services for the period January 1, 2020 through December 31, 2020.  Such agreement shall contain terms and conditions deemed proper and requisite according to the Director of Law and Director of Human Resources.

 

SECTION 2.                     That an amount not to exceed $77,250 is authorized for expenditure from the Healthcare Internal Service Fund, Account Code 7083-17100-1156001STDSTD, for the administration of the City of Toledo’s Wellness Program for city employees and family members. Said costs shall then be allocated to GL Account 517400 (Medical Insurance) within the various city organization units.

 

SECTION 3.                      That the Director of Finance is authorized to draw her warrant or warrants against the above listed account code, in an amount not to exceed $77,250 in payment of the above authorized obligations upon presentation of proper voucher or vouchers.

 

SECTION 4.                      That this Council finds it in the best interest of the city to waive the competitive bidding requirements of TMC Chapter 187 for the reason that an intergovernmental agreement with the Lucas County Board of Commissioners allows collaboration between common public entities for public sector employers, generating significant cost avoidance specifically benefiting the City by allowing it to participate in an established employee wellness program.

 

SECTION 5. That this Ordinance is declared an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that the Ordinance must be immediately effective in order to improve the overall physical and emotional well-being of the City of Toledo’s employees and their dependents.
