SUMMARY & BACKGROUND:

This ordinance funds a customer assistance loan program to aid residential water customers in need of financial assistance to maintain necessary utility services. The loan program will provide a one-time zero percent loan to residential water customers, not to exceed $2,000, for the sole purpose of replacing the privately owned lead service line and future appropriations will be included in future DPU operational budgets.

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1. That an amount not to exceed $300,000 is appropriated from the unappropriated balance of the Water Replacement Fund to Account Code 6063-31000-558100-4000506STDSTD and the operating transfer of same is authorized to the Water Operating Fund Account Code 6060-31000-408690-4000506STDSTD.

 

                     SECTION 2. That an amount not to exceed $300,000 is authorized for appropriation from the Water Operating Fund into Account Code 6060-31000-558510-4000506STDSTD for the purpose of the Lead Service Replacement Loan Program.

 

                     SECTION 3. That an amount not to exceed $300,000 is authorized for expenditure from the Water Operating Fund, Account Code 6060-31000-558510-4000506STDSTD for the purpose of the Lead Service Replacement Loan Program.

 

                     SECTION 4.  That the Finance Director is authorized to draw his warrant or warrants against the account code listed in Section 3, for the Lead Service Replacement Loan Program in payment of the obligations authorized above upon presentation of the proper voucher or vouchers.

 

                     SECTION 5.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and welfare, and for the further reason that the ordinance must be immediately effective in order to provide funding for the Lead Service Replacement Loan Program.

 

Vote on emergency clause:  yeas 11 nays 0.
