Title

Authorizing the mayor to enter into an Agreement with Mercy Health - St. Vincent Medical Center LLC for the provision of employment-related medical services and evaluations for the City; authorizing the expenditure of funds; and declaring an emergency.

Body

SUMMARY & BACKGROUND:

The City of Toledo’s current contract with an employment-related medical services provider expires February 15, 2020.  The City sought competitive proposals in order to enter into a new contract to continue to provide those necessary and crucial services.  Only one (1) proposal was submitted.  After careful review, the City determined that Mercy Health - St. Vincent Medical Center’s proposal was the best and lowest option to meet the City’s needs.

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1.                     That the mayor is authorized to enter into an agreement with Mercy Health - St. Vincent Medical Center for a period not to exceed three (3) years, with an option to renew at the City’s sole discretion for two (2) additional years, for the provision of employment-related medical services and evaluations upon terms and conditions deemed proper and requisite according to the Mayor, Director of Law, and the Director of Human Resources.

SECTION 2.                      That the expenditure of funds is authorized, for an amount not to exceed $175,000 annually, subject to any necessary appropriations, from the General Fund, Account Code 1001-17100-1156001STDSTD, for employment-related medical services and evaluations costs incurred by the City through its agreement with Mercy Health - St. Vincent Medical Center.

SECTION 3.                      That the Director of Finance is authorized to draw his warrant or warrants against the above account code in payment of obligations as authorized upon presentation of proper voucher or vouchers.

SECTION 4.                     That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that the Ordinance must be immediately effective in order to maintain services beneficial and necessary to the City and its employees.
