Title

Authorizing an expenditure of $20,000 from the General Fund for support of the 2020 Census Toledo Lucas County Complete Count Committee; and declaring an emergency.

SUMMARY & BACKGROUND:

This ordinance authorizes the expenditure of $20,000 for the 2020 Census Toledo Lucas County Complete Count Committee (CCC).  The CCC was created to ensure that our community is prepared for the upcoming 2020 Census that begins next April.  The results of the 2020 Census will be instrumental in the redistricting of legislative districts within Ohio and the allocation of federal funds to state and local governments. For Federal Fiscal Year 2017 alone, over $2 billion in federal resources were obligated to Toledo and Lucas County for crucial local functions such as transportation, education, healthcare, and social services.  The CCC will hire a Census Coordinator with these funds, and they will manage the day-to-day planning, coordination and execution of census activities and also ensure the implementation and coordination of activities, branding and messaging, and stakeholder engagement.

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.                     That an expenditure in the amount of $20,000 is authorized from the General Fund, Account Code 1001-89800-1129001STDSTD, for the purpose of funding Census Coordinator position through the 2020 Census Toledo Lucas County Complete Count Committee.

                                          

SECTION 2.                      That the Director of Finance is authorized to draw his warrant or warrants against the above referenced Account Code in an amount not to exceed $20,000 in payment of the obligations authorized above upon presentation of the proper voucher or vouchers.

 

SECTION 3. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to timely provide support for the Toledo Lucas County Complete Count Committee.
