SUMMARY & BACKGROUND:

The City currently uses software from Accela Inc. for the permitting and licensing functions used in the Division of Building Inspection and other City departments.  The current version of Accela does not support the new banking requirements regarding credit card payments and security protocols.  The banking protocols changed in July 2018; therefore, Building Inspection has not been able to process online payments since that time. This payment adaptor will allow online payments from homeowners, contractors and license holders. 

 

The fiscal impact of this ordinance is as follows:

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo: 

 

                     SECTION 1. That the Mayor is authorized to enter into a contract for the purchase and implementation of an online payment adaptor for the permitting and licensing system used in the Division of Building Inspection.

 

                     SECTION 2. That this Council finds it is in the best interest of the city to waive the competitive bidding requirements of TMC Chapter 187 for the reason that Accela software is currently in use by the Division of Building Inspection and Accela Inc. has the sole-source capability to implement the online payment adaptor with the existing software.  

 

SECTION 3. That the expenditure of an amount not to exceed $40,000 is authorized from the General Fund Account Code 1001-56300-5652001STDSTD for the professional services provided by Accela Inc. for the online payment adaptor.

 

SECTION 4. That the Director of Finance is authorized to issue his warrant or warrants against the above referenced Account Code in the amount not to exceed $40,000 in payment of the above authorized obligations upon presentation of proper vouchers.

 

SECTION 5.  That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to reestablish online payments and software services in the Division of Building Inspection.
