SUMMARY & BACKGROUND:

The Criminal Justice Coordinating Council (CJCC) has recommended to the Ohio Department of Youth Services (ODYS) an award to the City of Toledo for $24,703.23 from grant 2018-JJ-DMC-2600 under the Juvenile Justice and Delinquency Prevention Program -Title II for a Youth Academy. The program targets at risk teens between the ages 13 to 17 years old. The goal is to provide mentorship and education while encouraging the teens to seek a career in law enforcement. The Youth Academy can accommodate up to 20 youths per session and there will be a total of three sessions at different locations. There is no cash match and no in-kind match requirement. 

The fiscal impact of this ordinance is as follows:

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.   That the Mayor is authorized to enter into a grant agreement and to accept and deposit grant proceeds from the Criminal Justice Coordinating Council Grant from the Ohio Department of Youth Services under the Juvenile Justice and Delinquency Prevention program for a Youth Academy in the amount of $24,703.23 into the Operation Grants Fund Account Code 2016-52000-3G001433STDSTD.

 

SECTION 2.  That the appropriation of $24,703.23 is authorized from the unappropriated grant proceeds of the Operation Grants Fund to Account Code 2016-52000-3G001433STDSTD and the expenditure of same is authorized for a Police Youth Academy Program.

 

SECTION 3.  That the Finance Director is authorized to draw his warrant or warrants against the above mentioned Account Code in an amount not to exceed $24,703.23 in payment of the obligations authorized above by the terms of the grant upon presentation of the proper voucher or vouchers.

 

SECTION 4.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property, and to expedite the receipt and expenditure of grant funding.
