SUMMARY & BACKGROUND:

This ordinance appropriates funds for the completion of a comprehensive study to provide an Alternate Water Source(s) for the Toledo Public Water System.  The scope of the study, mandated by the Ohio EPA, will include a vulnerability/risk reduction analysis together with necessary capital, operating, maintenance, and replacement expenses to support the recommended improvements.  Funding for this study is available from the Water Bond Improvement Fund (2018 Bond Anticipation Note). 

 

The fiscal impact of this ordinance is as follows:

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo: 

 

SECTION 1.  That an amount not to exceed $800,000 is appropriated from the unappropriated bond proceeds in the Water Bond Improvement Fund to Account Code 6062-32000-4UB2419STDSTD and the expenditure of the same is authorized for preparation of the Alternate Water Source General Plan.

 

SECTION 2.  That the mayor is authorized to accept bids and to execute the necessary contract(s) for preparing an Alternate Water Source General Plan upon such terms and conditions as shall be approved by the Director of Public Utilities and the Director of Law.

 

SECTION 3.  That various adjustments and line item expenditures and transfers are authorized to comply with said contracts/agreements.

 

SECTION 4. That the Finance Director is authorized to issue his warrant or warrants against the Account Code identified in Section 1 in an amount not to exceed $800,000 in payment of the obligations incurred pursuant to the contract(s) authorized in Section 2 upon presentation of the proper voucher or vouchers.

 

                     SECTION 5.   That the disappropriation of any remaining budget to fund balance at project closeout is authorized.

 

                     SECTION 6.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to ensure the uninterrupted distribution of quality potable drinking water to the citizens of the entire region.
