SUMMARY & BACKGROUND:

Toledo Fire Department is in need of four fire engines and four fire ambulance transport vehicles to replace ones presently in the fleet.  All current vehicles identified for replacement are all high mileage vehicles with high maintenance costs.  The lifetime maintenance cost on some of these vehicles exceeds their original cost.

 

The fiscal impact of this ordinance is as follows:

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.                     That the expenditure of an amount not to exceed $3,500,000 is authorized from the Capital Improvement Fund, account code 5040-53000- 8CP1923TRUCKS, for the purchase of fire engines and fire ambulance transport vehicles including related equipment.

 

SECTION 2. That the disappropriation of $30,000 is authorized from the Capital Improvement Fund Account Code 5040-53000-8CP1927TRKFRM and the appropriation and expenditure of same is authorized from the Capital Improvement Fund Account Code 5040-53000- 8CP1923TRUCKS for the purchase of fire engines and fire ambulance transport vehicles including related equipment.

 

SECTION 3.  That the mayor is authorized to accept bids and award contracts for the purposes identified in Sections 1 and 2.

 

SECTION 4.                       That this Council finds it in the best interest of the city to waive the formal competitive bidding requirements of TMC Chapter 187 for the fire engines and ambulances for the reason that the Department of Fire and Rescue Operations within the last year solicited and received informal bids and made purchases according to equipment specifications.  Procuring the equipment authorized by this ordinance in accordance with these uniform specifications is of paramount importance to the safety, training, and operations of the department.

 

SECTION 5.                       That this Council finds it in the best interest of the city to waive the competitive bidding requirements of TMC Chapter 187 for Stryker equipment for the reason that the current ambulance fleet uses Stryker cots and power load installed equipment and switching systems would result in additional costs and incompatibility across units.

 

SECTION 6.  That the Director of Finance is authorized to draw his warrant or warrants against the account codes listed above in payment of the above authorized obligations in amounts not to exceed those authorized above upon presentation of the proper voucher or vouchers.

 

SECTION 7.   That this ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this purchase is needed for Fire and Rescue Department operations.

 

Vote on emergency clause:  yeas 12, nays 0.
