Title

SUMMARY & BACKGROUND:

The Toledo Fire and Rescue Department’s (TFRD) application for financial assistance submitted under the 2019 Port Security Grant Program has been approved in the amount of $730,455.  These funds will be used to purchase a Police/Fire vessel to be used in the port of Toledo and as a regional asset at a total estimated cost of $973,940.

 

As a condition of this award, the City of Toledo is required to contribute a 25% cost match in the amount of $243,485 of non-Federal funds, which is subject to future appropriation.  The Federal share is $730,455 from the U.S. Department of Homeland Security.

 

The fiscal impact of this ordinance is as follows:

Summary

NOW, THERFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the mayor is authorized to enter into an agreement with the Department of Homeland Security and to accept and deposit a 2019 Port Security Grant Program grant in an amount not to exceed $730,455 into the Operation Grant Fund, Account Code 2016-53000-3G04554STDSTD, for the purchase of  a Police/Fire water vessel.

 

SECTION 2.  That the sum of $730,455 is authorized to be appropriated from the un-appropriated grant proceeds of the Operation Grants Fund to Account Code 2016-53000-3G04554STDSTD and the expenditure of same is authorized for the purpose as listed in Section 1.

 

SECTION 3.  That the Director of Finance is authorized to draw his warrant or warrants against the above account code in an amount not to exceed $730,455 upon presentation of the proper voucher or vouchers in payment of the above authorized obligations.

 

SECTION 4.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health and safety and for the further reason that it must be immediate effective in order to replace the existing water vessel and promote the safety of Toledo’s waterways.

 

                     Vote on emergency clause:  yeas 12, nays 0.
