Title

Authorizing the acceptance and deposit of $15,000 from the Fifth Third Bank Community Sponsorship Program to support the contract for Business Navigator Services with the Lucas County Commissioners; authorizing the appropriation and expenditure of $15,000 from the General Fund for this purpose; and declaring an emergency.

SUMMARY & BACKGROUND:

To  support the  growth of  economic  development and  business  creation  within  the  City of Toledo, Fifth  Third  Bank has  awarded   a sponsorship of  $15,000  to underwrite the  contract  for  the   positon of  City of Toledo  Business Navigator.  The award will be applied as payment  to  the contact  between the   City of Toledo and  the Lucas  County   Commissioners  for the  services of   a Business  Navigator  for one  year from  time of   contract  between the  City of  Toledo and  the Lucas  County Commissioners.  Services are as defined within   contract entered by   the City of Toledo and the Lucas County Commissioners.

 The fiscal impact of this ordinance is as follows:

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the mayor is authorized to accept and deposit an amount of $15,000 from the Fifth Third Bank Sponsorship into the General Fund, Account Code 1001-16400-5632006STDSTD for support of a contract between the City of Toledo and  Lucas County Commissioners of Business Navigator  Services.

 

SECTION 2.  That an amount not to exceed $15,000 is appropriated from the unappropriated balance of the General Fund into Account Code 1001-16400-5632006STDSTD for the purposes listed in Section 1; and further authorizing the expenditure of same.

 

SECTION 3.  That the Mayor is authorized to prepare plans and specifications, as well as authorized to accept bids and enter into contracts necessary to complete the program identified above including such items as labor, materials, and professional services as required. Contracts shall contain such terms and conditions as the mayor may deem requisite and proper and shall be subject to approval by the Directors of Law and Neighborhood and Business Development.

 

SECTION 4.  That the Finance Director is authorized to issue his warrant or warrants against the account code identified in Section 2 in an amount not to exceed $15,000 in payment of the obligations incurred pursuant to the contract authorized in Section 3 above upon presentation of proper voucher or vouchers.

 

SECTION 5.                     That this ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this ordinance must be immediately effective in order to timely accept and administer these funds.
