SUMMARY & BACKGROUND:

Fifth  Third  Bank has  awarded  a sponsorship of  $10,000 for technical assistance to assist the  Fredrick Douglass Center Board of Directors in establishing  an operational  management  plan for the Fredrick Douglass Center, and to assist the Board in continued provision of services to the  Junction  Neighborhood Community.  A condition of the award is for the City of Toledo to act as a fiscal agent for this award. Services to be provided to the Frederick Douglass Center Board of Directors include legal services to review bylaws, incorporation and sub-lease agreements; financial review services to include audit and account systems improvement; board governance and nonprofit management training; and matching funds for improvements to program performance management.  The City of Toledo will review for award eligibility and process all expenditures from this sponsorship award, with report to Fifth Third Bank and the   Board of Directors of Fredrick Douglass Center.    

 

 The fiscal impact of this ordinance is as follows:

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the mayor is authorized to accept and deposit an amount of $10,000 from the Fifth Third Bank Sponsorship into the Operation Grants Fund, Account Code 2016-16100-5G00022STDSTD for assisting the Frederick Douglass Center in the expansion of operational  management and board governance capacity.

 

SECTION 2.  That an amount not to exceed $10,000 is appropriated from the unappropriated balance of the Operation Grants Fund into Account Code 2016-16100-5G00022STDSTD for the purposes listed in Section 1; and further authorizing the expenditure of same.

 

 

SECTION 3.  That the Mayor is authorized to prepare plans and specifications, as well as authorized to accept bids and enter into contracts necessary to complete the program identified above including such items as labor, materials, and professional services as required. Contracts shall contain such terms and conditions as the mayor may deem requisite and proper and shall be subject to approval by the Directors of Law and Neighborhood and Business Development.

 

SECTION 4.  That the Finance Director is authorized to issue his warrant or warrants against the account code identified in Section 2 in an amount not to exceed $10,000 in payment of the obligations incurred pursuant to the contract authorized in Section 3 above upon presentation of proper voucher or vouchers.

 

SECTION 5.                     That this ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this ordinance must be immediately effective in order to timely accept and administer these funds.
