SUMMARY & BACKGROUND:

The City of Toledo received an award from the Ohio Department of Health (ODH) for the lead hazard control work, health and safety work and rehabilitation/remodeling work of owner-occupied or rental properties in the old south end.

The fiscal impact of this ordinance is as follows:

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.  That the Mayor is authorized to accept and deposit a grant from ODH as a pass-through to the Historic South Initiative in an amount not to exceed $300,000 to be used to address lead hazards, health and safety issues and rehabilitation in residential housing units in the old south end.

 

                     SECTION 2.  That the appropriation in the amount of $300,000 is authorized from the unappropriated grant proceeds in the Operations Grants Fund into Account Code 2016-16200-5GL7009STDODH; and further authorizing the expenditure of same pursuant to the terms and conditions of the grant.

 

                     SECTION 3.  That the Mayor and the Director of Neighborhoods are authorized to enter into any necessary agreements with ODH and Historic South Initiative for the purposes listed herein subject to the terms and conditions deemed proper and requisite according to the Director of Law. 

 

                     SECTION 4.  That the Finance Director is authorized to issue his warrant or warrants in an amount not to exceed $300,000 against the above authorized Account Code in payment of all obligations authorized upon presentation of properly approved voucher or vouchers. 

 

                     SECTION 5.                     That this Ordinance is declared to be an emergency measure and shall take effect and be in force immediately from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective for the Historic South Initiative to address lead hazards, health and safety issues and rehabilitation in residential housing units in the old south end.
