Title

Authorizing the mayor to enter into a lease agreement with Owens Community College for classrooms space within the College Hall Building located on the Owens College campus for the purpose of Emergency Medical Training of TFRD personnel; authorizing the expenditure of a sum not to exceed $2,391.67 monthly from the General Fund; waiving the competitive bidding requirements of TMC 187.24; and declaring an emergency.

SUMMARY & BACKGROUND:                     

Toledo Fire and Rescue Department has negotiated a lease agreement with Owens Community College to include the use of classroom and office space for the provision of emergency medical training located within the Owens College Hall Building. The lease agreement defines space usage and provides to pay the amount not to exceed $2,391.67 monthly for the term of the agreement. The term of this agreement will be for seventeen (17) months effective August 1, 2019 through December 31, 2020. Total expenditure amounts to $11,958.35 for the remainder of 2019 and $28,700.04 for year 2020. This agreement and expenditure is necessary to provide necessary emergency medical training and certification for TFRD personnel.  TFRD previously held a contract with the University of Toledo (UT) for this purpose. The University of Toledo contract is set to expire on August 31, 2019.

 

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.                      That the mayor is authorized to enter into an agreement for a period of seventeen (17) months with Owens Community College for the provision of TFRD emergency medical training, testing and certification within the Owens College Hall Building. Said agreement shall contain additional terms and conditions as deemed proper and requisite according to the mayor, the Director of Fire and Rescue Operations, and the Director of Law.

 

                     SECTION 2.                       That, subject to available appropriation in future years, an expenditure in an amount not to exceed $2,391.67 monthly for a period of 17 months is authorized from the General Fund, Account Code 1001-53000-3341002STDSTD, for the purpose identified in Section 1.                     

 

                     SECTION 3.  That this Council finds it in the best interest of the city to waive the competitive bidding requirements of TMC section 187 for the reason that Owens Community College is the only facility in the Northwest Ohio area that can accommodate both the training facility and equipment needs of the Department of Fire and Rescue Operations.

 

                     SECTION 4.  That the Finance Director is authorized to draw his warrant or warrants against the above referenced account code in an amount not to exceed $2,391.67 monthly in payment of the above obligations upon presentation of proper voucher or vouchers.

 

                     SECTION 5.  That this Ordinance is declared to be an emergency measure and shall take effect and be in force immediately from and after its passage.  The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety, and property, and for the further reason that the ordinance must be immediately effective in order that Toledo Fire and Rescue’s emergency medical technicians are properly trained and certified.
