Authorizing the Mayor to enter a contract with University of Toledo, Toledo-Lucas County Port Authority and Park Smart for the installation of parking meters on Bancroft Street; and declaring an emergency.

SUMMARY & BACKGROUND:
The University of Toledo wishes to modify the structure of parking along this portion of Bancroft by having metered parking installed for safety reasons and short term convenient parking for visitors. The City of Toledo contracts with the Toledo-Lucas County Port Authority for management of the City’s parking system and wishes to implement the additional parking meters and services in this area on behalf the University of Toledo.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. The City of Toledo will enter into a contract between the parties, the terms and conditions in the attached Memorandum of Understanding.
SECTION 2. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to timely install parking meters on Bancroft St.

Passed: July 23, 2019, as an emergency measure: yeas 12, nays 0.
