Authorizing the Mayor to enter into the necessary contracts for capital equipment; authorizing the expenditure of $110,000 from the Expendable Demolition Trust Fund for the purchase of two (2) Used 2014 Volvo VNM200 Day Cab Semi-Tractors with wet kit systems from General Truck Sales for the Department of Public Service, Division of Streets, Bridges & Harbor; waiving competitive bidding; and declaring an emergency.

SUMMARY & BACKGROUND:
The Division of Streets, Bridges & Harbor utilizes semi-trucks within the demolition program. These trucks are commonly used to haul large equipment to a worksite and back to the storage building. Also, at times, the trucks are utilized to haul demo debris from the worksite to the landfill.
The division currently has four (4) semi-tractors in its inventory for demolition work, with the possibility of using any one (1) of nine (9) demolition trailers and four (4) open-bed haul trailers. The current demolition program, which is partnered with the Lucas County Land Bank, is expected to end late summer of 2020. By purchasing used semi-tractors, the city will save money and also be able to ensure the completion of the program in a timely manner. Purchasing one (1) new semi-tractor would cost approximately $125,000 and would take nine (9) months or more to receive.
