Title

Authorizing the mayor to enter into an agreement with Dolan Consulting Group LLC for consulting services from Dr. Richard R. SUMMARY & BACKGROUND:

Dr. Richard R. Johnson of the Dolan Consulting Group LLC has served as a research partner on previous Bureau of Justice Assistance grants, and has completed the BJA Research Fellows Academy. Dr. Johnson has partnered with TPD on other grant projects since 2011. He will assist the project staff with the identification of the problem, selection of an evidence-based solution, implementation of the project, and evaluation of the project’s effectiveness through performance measures. This agreement will be for $30,000 with payment from the United States Bureau of Justice Assistance Technology Innovation for Public Safety (TIPS) grant, previously approved by Ord. 442-18.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the mayor is authorized to enter into an agreement with Dolan Consulting Group LLC for consulting services for the Toledo Police department’s Technology Innovation for Public Safety (TIPS) grant as authorized by Ordinance 442-18.

 

SECTION 2.                       That this council finds it in the best interest of the city to waive the competitive bidding requirements of TMC Chapter 187 for the reason that Dr. Richard R. Johnson of Dolan Consulting Group LLC assisted with the application for this grant, has worked as a research partner with TPD since 2011 and has developed exclusive knowledge regarding data analysis and grant requirements.

 

SECTION 3.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property, and that this ordinance must be immediately effective in order to maintain compliance with grant requirements.
