SUMMARY & BACKGROUND:
This Ordinance is to authorize the mayor to enter into an agreement for space usage at Owens Community College. The Toledo Police Department has a well-established partnership with Owens Community College for TPD training since 1999. The Space Usage Agreement defines space usage on the campus and provides to pay the amount to Owens Community College for the Law Enforcement Center Building used by the Toledo Police Academy. Funds for this expenditure are included in the annual operating budget. This agreement will be in effect from July 1, 2019 through June 30, 2021.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the mayor is authorized to enter into a space usage agreement with Owens Community College for the Toledo Police Academy.
SECTION 2. That, subject to available appropriations, an annual expenditure of an amount not to exceed $88,297.40 is authorized over the life of the agreement from the General Fund, Account Code 1001-52000-3381002STDSTD, for the use of Owens Community College space for the Toledo Police Academy.
SECTION 3. That this Council finds it in the best interest of the city to waive the competitive bidding requirements of Toledo Municipal Code Section 187 for the reason that this would be a continuation of a successful intergovernmental agreement with Owens Community College, the cost of which has remained below market rates.
SECTION 4. That the Finance Director is authorized to draw his warrant or warrants against the above referenced Account Code in payment of the obligation authorized in Section 1 in amounts not to exceed those authorized above upon presentation of proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that the Ordinance must be immediately effective in order to continue the use of the space for the Toledo Police Academy.
