SUMMARY & BACKGROUND:
The West Oak Walk Business Association (WOW), a business organization in District 5, submitted a District Improvement Program application for the installation of eleven (11) decorative light posts on the north side of Sylvania Avenue between Douglas and Secor to enhance the quaintness of the business district. The lights would be in addition to the current light inventory, but would be more energy efficient and would be the first decorative lights in the area. Additionally, WOW proposes upgrading the existing thirty (30) streetlights to light emitting diode (LED) lighting for aesthetics and security. The District Improvement Review Committee convened on April 4, 2019, and recommended approval of this application in an amount not to exceed $115,320.

This ordinance allows for the City to proceed with the street lighting conversion. The total annual cost for the operation and maintenance of the lighting is $3,074.52 of which the City's share is $575.76.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That it is determined to proceed with the improvement of Sylvania Avenue between Douglas and Secor by converting the street lighting to LED in accordance with Res. 228-19 and authorizing the expenditure of $10,320 from Account Code 3050-11200-2424004STDSTD for the (30) streetlights to be converted to LED lighting for the District Improvement Program, Sylvania Avenue Decorative Light Project, as detailed in Attachment A.

SECTION 2. That this Ordinance for street lighting improvements is referred to the Department of Public Service for further processing pursuant to the Toledo Municipal Code and Charter.
