SUMMARY & BACKGROUND:
Ohio Revised Code Section 737.04 authorizes the legislative authority of any municipal corporation to authorize agreements with one or more municipal corporations, townships, township police districts, joint police districts, county sheriffs, park districts, port authorities, or with other contiguous municipal corporations in an adjoining state upon any terms that are agreed upon for the interchanges of services of police departments and use of police equipment within the several territories of the contracting entities. The Revised Code recognizes that such agreements are necessary and proper as they allow these various entities to obtain the benefit of police protection and to obtain additional services and equipment from other jurisdictions. The Revised Code also authorizes multi-jurisdictional drug, gang, and career criminal task forces.

The City of Dayton and City of Toledo desire to enter into a mutual aid agreement to provide additional law-enforcement assistance in their respective jurisdictions when requested. Such requests will be honored based on the availability of police resources as determined by the Chief of Police and the Safety Director.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the Mayor hereby is authorized and empowered to enter into any appropriate Mutual Aid Contract with the City of Dayton and its Department of Police to provide for mutual aid law-enforcement assistance upon such terms and conditions as are mutually agreeable, and are acceptable to the Chief of Police and the Director of Law.
